Activities under the Social Capital Commission
Through the Social Capital Team, Business Mauritius provides year-round training and development programs to help businesses stay competitive and support employee growth. Each year, our training programs reach approximately 1,000 employees on average. Information sessions are also regularly organized, covering topics such as the Finance Act 2023, Heavy Rainfall protocol for private enterprises and HRDC reimbursements, among others.
We develop essential HR materials and resources to support businesses in building strong workplaces. This includes tools like the Code of People Practice and the Work-Life Toolkit [provide links to each of these – which would send them to Publications], providing guidance on key areas such as employee relations, work-life balance, and fostering positive work environments.
We prioritize youth employment and employability through initiatives like the STAZ platform, which connects students with on-the-job experiences, and our Youth Empowerment and Skills Development Programme, which equips young individuals with the skills and confidence for success in the workforce.

Following the 2024 study undertaken by Business Mauritius and the Agence française de développement on gender inequalities in the workplace, the Social Capital Team has been holding workshops to addressing gender-based violence (GBV) in the workplace. The objective is to support companies, through research and policy development, in creating safe and equitable work environments. Support is also provided to GBV victims.
As inclusion is one of the main values at Business Mauritius, one of the important areas of focus is inclusive employment. To strengthen the links between businesses and NGOs working to increase inclusion, the Social Capital Team has developed a Capacity Development Programme for NGOs, in collaboration with the National Social Inclusion Foundation (NSIF), in order to enhance operational effectiveness and impact through training in governance, leadership, human capital, financial control, and program management.
The team also works on the integration of persons with disabilities within employment, through the development of relevant guidelines for businesses, updating our Office and IT Skills Programme, and collaborating with authorities to expand this model into a national program.
- In 2023, Business Mauritius, in partnership with the United Nations Development Program, commissioned a National Employee Engagement Survey, the first of its kind to cover the whole of the Mauritian private sector. The study was carried out by Willis Towers Watson, and provided valuable insights into the employee experience across Mauritius. The survey had 21,600 employee responses from 307 companies, with an overall response rate of 47%.
- In 2024, Business Mauritius and the Agence française de développement published a study entitled Gender Equalities in the Workplace. The study provided a comprehensive overview of the state of gender equality in private workplaces in Mauritius and was carried out by Kantar. The study has provided the foundations for gender policy development for companies, a series of workshops on gender-based violence, as well as further resources and initiatives to help businesses towards gender mainstreaming.
